Datnexa responds to PAC frailty report

Datnexa has submitted a letter to the Public Accounts Committee (PAC) following the publication of its report, “Supporting people with frailty outside hospitals”. The report highlights the need for better identification of frailty, improved use of data and more effective local coordination to support older people in the community and reduce avoidable hospital admissions.
Our letter sets out how Datnexa is already working with local authorities to address these challenges in a pragmatic way.
National Frailty Index (NFIX) – a heat map of need
To support more preventative, targeted interventions, Datnexa has developed a National Frailty Index (NFIX) using publicly available datasets to create a “heat map of need” across England and Wales. NFIX pinpoints areas of frailty at an operationally meaningful level, helping local partners understand where risk is concentrated and where community‑based support may need to be strengthened.
Datnexa has already provided NFIX insight to more than 35 local authorities, covering just over 3 million households, on a pro bono basis. This enables local leaders to plan services, target resources and measure impact over time using robust, place‑based intelligence.

Early‑stage local model in Peterborough
The press release highlights Datnexa’s early‑stage work with Peterborough City Council. Here, NFIX insight is being combined with local authority data to generate operational intelligence that can trigger action before a crisis occurs at household level.
By bringing national and local data together, the Peterborough model aims to:
Improve targeting of preventative support and outreach
Make better use of existing resources across health and care
Enable clearer measurement of outcomes for people living with frailty
As this work progresses, it offers a scalable approach that could be replicated across England and Wales.
Invitation to engage
In the letter, Datnexa’s CEO and Founder, Adam Dustagheer, invites PAC members and staff to:
Receive further information on the NFIX methodology
Review emerging insights from the Peterborough model as results become available
Explore how data‑driven approaches can support implementation of the Committee’s recommendations on frailty
By sharing this work, Datnexa aims to contribute constructively to the national conversation on frailty and help ensure future policy and investment decisions are grounded in actionable local intelligence.
Adam Dustagheer, CEO & Founder, Datnexa:
“In 90 days, our NFIX deployment transforms fragmented local authority data into actionable insights. We consolidate datasets with GDPR-compliant matching, apply predictive modelling to identify high-risk cohorts, then deploy targeted interventions where they'll have maximum impact and ROI.
This is about saving lives and transforming how we approach population health management. It delivers on the promise of turning reactive care into proactive prevention, and delivering measurable outcomes that justify every pound invested.”
